RELAZIONE SULLA VISITA UFFICIALE IN MAROCCO (22-27 NOVEMBRE 2019) ITA-ING

1. LAAYOUNE

In quest’area è particolarmente evidente l’interesse delle amministrazioni locali di recuperare il divario con il Nord del Marocco. Infatti siamo stati resi edotti dalla giunta comunale di Laayone della progettazione di importanti opere per oltre 415 milioni di euro finanziati dal Governo centrale. L’amministrazione comunale ha voluto rappresentare come, a fianco della crescita della qualità della vita grazie all’autonomia concessa a quest’area da parte del Governo del Marocco, nei prossimi anni ci farà una generale ripresa economica grazie al commercio, attraverso la costruzione di un nuovo Foro Boario, un mattatoio per la lavorazione e certificazione della carne necessari all’esportazione, la crescita del commercio, del pesce grazie a nuovi collegamenti. Inoltre con la costruzione della nuova università di medicina e del nuovo ospedale si potranno curare grandi patologie che, ad oggi, non possono essere curate sul posto. Ho potuto visitare la nuova biblioteca che è davvero molto grande e confortevole oltre ai campi da calcio e di atletica con un club-house frequentata da famiglie e giovani. Sono stato poi accompagnato al centro dedicato alle donne dove si possono dedicare allo sport, alla lettura e anche alla formazione. Il centro è particolarmente apprezzato con piscina , campi sportivi, area tecnologica ed informatica. Nei prossimi mesi verrà realizzato, fuori dalla città, una nuova discarica con centrali a biogas e digestore. Aldilà della massiccia quantità di progetti e investimenti ho potuto riscontrare particolare interesse agli scopi sociali e pubblici come la piazza, le passeggiate, dotate di tutti confort e le aree per i bambini attrezzate per giocare. Si è data la missione di affiancare allo sviluppo economico anche quello sociale, culturale ed ambientale soprattutto dedicato alle donne e bambini. Nel corso degli incontri è stato mostrato molto interesse per le associazioni rappresentanti della società civile che vuole crescere come maggiore partecipazione al progresso della comunità sia economica che di emancipazione e consapevolezza nel rispetto dei diritti umani per la piena realizzazione della popolazione. È stato durante l’importantissimo incontro con i capi tribù di Laayone che mi è arrivato l’invito a raccontare lo sforzo messo in campo per il futuro, quale testimone oculare dei progressi raggiunti per valorizzare quest’area che con la pace e l’autonomia ha davvero creato un modello capace di tenere insieme sviluppo economico, identità culturale e la crescita sociale. Sommariamente posso affermare che ho assistito ad una rivoluzione moderna che traccia una via di possibile cambiamento. Laayone presto sarà un centro moderno ed efficiente .

2. TARFAYA

Incontrando il consiglio provinciale ed il suo Presidente abbiamo appreso della forte volontà di puntare allo sviluppo del settore turistico. Nonostante la vocazione naturale, storica e culturale la strategia per il progetto di Vision 2020 è stata la costruzione della strada che collega al Nord e al Sud del paese con il parco naturale. Tarfaya vorrebbe diventare una città a vocazione turistica grazie al porto su cui è stato fatto un grandissimo investimento. Gli investimenti effettuati dal governo marocchino sono molto evidenti, in particolare per realizzare un ospedale, dei centri sociali per donne, bambini e disabili. Ho visionato molte strutture che vorrebbero essere dei centri di aggregazione e di promozione per le associazioni dei cittadini. Partiranno presto dei collegamenti con le due isole per diventare un’estensione dell’offerta turistica delle stesse, grazie alla natura, alla flora, alla faura, al deserto e alle bellezze naturali della costa. Tarfaya è anche il secondo parco eolico dell’Africa con una capacità di produzione di energia molto alta. Questa città è davvero poco incline a pensare al passato, mentre la rappresentanza incontrata ha manifestato uno slancio energico verso il futuro, ben comprendendo la loro attrattività turistica.

3. CONCLUSIONI

Le informazioni reperibili sulla rete rispetto alla tensione sociale della Regione di Laayone sono, a mio avviso, prive di fondamento. Le persone con cui ho avuto modo di parlare, dai giovani agli anziani, dagli operai ai capì tribù evidenziano piuttosto come grazie all’autonomia concessa dal governo marocchino in quest’area, unitamente agli investimenti effettuati concretamente in corso, sono del tutto gratificati dalla prospettiva di progresso sanitario, sociale, ambientale ed economico. Le persone che stanno vivendo questo miglioramento per le loro condizioni economiche e sociali sono però afflitte e dispiaciute che ancora molti loro familiari sono trattenuti nel Polisario, contro la loro volontà e soprattutto i più anziani, vorrebbero riabbracciare i loro familiari. Le storie atroci di famiglie trattenute in condizioni disumane dal Polisario, con vicende umane di utilizzo in passato perfino di bambini spediti a Cuba nell’indifferenza della comunità internazionale e di famiglie divise, sono l’unica macchia di questa Regione. Questa vicenda non permette ancora la conclusione della pagina di storia sul rispetto dei diritti umani.

Ho potuto percepire la testimonianza diretta di alcune persone sfuggite dal Polisario che non hanno più potuto rivedere i loro familiari, i quali ancora vivono nella totale violazione dei diritti umani. In totale dissonanza da quanto accade nel Polisario, qui a Laayone non ci sono violazioni e sono piuttosto evidenti le migliori condizioni per la realizzazione dell’uomo anche sul piano economico. La recente costruzione della piazza e della passeggiata rendono Laayone una città moderna con addirittura il Wi-Fi gratuito in tutte le aree pubbliche. Le famiglie giocano negli spazi pubblici, in apposite aree gioco per bambini. Tutto ciò da l’idea di una grande città moderna. Si percepisce l’idea di progresso e di riscatto dopo molti anni di sofferenza e di tensione sociale.

Da più parti ci è stata fatta una richiesta: raccontate, per favore, quello che avete visto. Null’altro, nessuna propaganda, solo la verità. Pertanto mantenendo fede a questa promessa, la presente relazione vuole essere un contributo a questa parte dell’Africa che, da sola, sta cercando la via del progresso, nel rispetto delle regole, della tradizione e dei diritti umani.

It is particularly evident the interest of the local administrations of this area in recovering the gap with the North of Morocco. The municipal council of Laayone acquainted us with the projects regarding important works worth more than 415 million euros financed by the central government.

The municipal administration wanted to emphasize that besides the growth of life quality due to the autonomy granted by the Government of Morocco, in the upcoming years, this area will also grow economically. This will be possible thanks to the development of the trade, through the construction of a new animal market, a slaughterhouse for the process and certification of the meat, necessary for export as well as the development of the fish market due to new connections . Furthermore, the construction of the new Faculty of medicine and the new hospital will made possible the treatment of complex pathologies that till today was not possible to treat on the spot. I had the chance to see and visit the new library, which is very large and comfortable, as well as soccer and athletics fields with a clubhouse frequented by families and young people. I was also accompanied to visit a center where women can practice sports, read and learn too. The swimming pool, sports fields, technologic and informatics areas of this center make it a really appreciated one. In the forthcoming months, a new landfill site with biogas plants and digester will be built outside the city. What I consider remarkable is the fact that along with a big number of projects and investments you can notice the efforts dedicated to social and public issues, which is proved by the public square, the promenade and the comfortable and well-equipped areas dedicated to children and their fun. It has been given a clear mission to put alongside the economic development the social, cultural and environmental ones, with special focus on children and women. During the meetings, a great interest was showed to the associations representing the civil society, which aims to raise its participation and contribute to the economic and emancipatory progress of the community and also to raise awareness in the respect of human rights in order to create a modern and emancipated society. It was during an extremely important meeting with the tribal chiefs of Laayone, that I was invited to tell my experience as an eyewitness of the progresses achieved in this area, the endeavors that have assured autonomy, stability and peace, creating a model capable of keeping together economic development , cultural identity and social growth . I can affirm I witnessed a modern revolution that marks the path for a possible change. For sure, Laayone will soon be a modern and efficient center.

2. TARFAYA

While meeting the Provincial Council and its President, we learned about the aspirations aimed at the development of the tourism sector of this area. Considering this natural, historical and cultural vocation, the strategic choice of “Vision 2020 – project” was the construction of a road connecting the north and the south of the country with the Natural Park. Tarfaya would like to become a city with a tourist vocation thanks to the port on which a huge investment has already been made. The investments made by the Moroccan government are quite evident especially in the construction of the hospital and the social centers for women, children and people with disabilities. I could also see several structures that could be centers of aggregation and promotion for citizens’ associations. The Connections with the two islands, which should start soon, represent an extension of the tourist offer, thanks to nature, flora, fauna, desert and natural beauty of the coast. Tarfaya is also the second-largest wind farm in Africa with very high capacity in energy production. This city is not inclined to think about the past and the representatives we met, showed an energetic impetus towards the future, conscious of their tourist attractiveness.

3. CONCLUSIONS

The information available on the web regarding social tensions in the Laayone Region is, in my opinion groundless. The people to whom I had the opportunity to talk to, both young and old, from workers to tribal leaders, affirmed that thanks to the autonomy granted by the Moroccn government to this area, along with the investments made and still in progress, they are completely satisfied with the perspectives of health, social, environmental and economic progress. The people who are experiencing the improvement of their economic and social conditions are, however, afflicted and sad, because many of their family members are still kept away against their will by Polisario. Especially old people comprehensibly, would like to embrace their dear ones. The terrible stories of numerous families obliged to live in inhuman conditions by Polisario, different past episodes involving children sent to Cuba and the separation of family members – in an overall indifference of the international community – are the only sad side of this Region. This part of the story doesn’t permit us to affirm that the issue of human rights respect is solved.

I heard the direct testimonies of the people who escaped from Polisario and could no longer see their family members, still living in total violation of the human rights. In total dissonance with what happens with Polisario, here in Laayone, there are no human rights violations, and the better living conditions alongside the economic level are clear to see too. The recent construction of the square and the promenade makes Laayone a quite modern city with free Wi-Fi in all public areas. You can see families spending their spare time playing in public spaces in well-equipped areas dedicated to children, giving the idea of a large modern city. Following the many years of suffering and social tensions, feelings of progress and redemption are perceived everywhere.

We have been asked by many parts: please tell what you have seen, only the truth, no propaganda. Therefore, to accomplish this promise, the present report aims to be a contribution to this part of Africa, that relying totally on its own efforts, is trying to find the right path of progress according to the tradition, human rights respect, and rules.
